Another common issue is ill-defined scoping, which creates confusion for all stakeholders, often leading to unforeseen change orders that drastically increase cost. We use several earned value management tools to reliably report progress, and analyse completion by breaking labour estimates down to the task level. The key to accurate progress reporting is a realistic baseline, which is a combination of tender document information, labour estimates and scheduling.
